Creek Technologies is seeking a full-time Program Manager in support of the Naval Postgraduate School (NPS) Center for Homeland Defense and Security (CHDS), located in Monterey, California. The Program Manager manages the full spectrum of program support, enabling the execution of the CHDS education and research mission, ensuring compliance with regulations and successful execution of projects. The ideal candidate will possess strong leadership skills, experience in government program management, and the ability to work collaboratively with stakeholders to achieve program goals.
• Works closely with Creek leadership to manage the full spectrum of program support, enabling the execution of the CHDS education and research mission.
• Deals directly with and resolves issues for all senior personnel associated with the program, whether senior staff providing instruction, senior government CHDS officials (CHDS Director, Deputy Director, Academic Associate, Contracting Officer Representative (COR), or Government sponsor representatives).
• Build and maintain relationships with government partners and other stakeholders to promote program initiatives and gather feedback.
• Develop and manage program budgets, monitor expenditures, and ensure efficient use of resources in accordance with funding guidelines.
• Oversee preparation and submission of recurring and requested reports to government agencies, ensuring all program activities are documented and meet regulatory requirements.
• Provide oversight for Ph.D. level faculty and Project Leads
• Supervise and mentor program staff, fostering a collaborative and productive work environment.
• Identify potential risks to program success and develop mitigation strategies to address these challenges.
• Establish and track key performance indicators (KPIs) to evaluate program effectiveness and make data-driven decisions.
• Assess program processes and outcomes, implementing changes to enhance efficiency and effectiveness.
A Master’s degree is required; a Doctorate is preferred.
• Minimum of 10 years of experience in program management, preferably within government or public sector environments.
• Must have well-rounded experience in all aspects of program management, including financial management, logistics procurement, and asset management.
• Experience in teaching at an accredited graduate education institution is preferred.
• Certifications: PMP (Project Management Professional) or similar certification is preferred.
• Strong analytical and problem-solving abilities.
• Excellent communication and interpersonal skills.
• Proficiency in project management and tools.
• Knowledge of government regulations and compliance standards.
